Most decks in this part of Washington rot from the inside out, starting at the ledger board, the post bases and the gaps between deck boards, long before the surface looks bad. It is not one dramatic storm that causes it — it is eight or nine months a year of low, steady moisture that never fully dries between rain events, working into end grain, fastener holes and hidden framing faster than the wood can shed it.
That is the short version. The rest of this guide walks through what is actually happening inside the wood, why Skagit, Island and Whatcom counties are a particularly tough environment for outdoor structures, and what a homeowner can realistically do about it — including where the fixes that get sold are more cosmetic than structural.
Wood rot is caused by fungi that need three conditions to establish themselves: moisture, oxygen, and a temperature range that this region sits inside for most of the year. Western Washington's climate hands decking all three almost continuously from October through April, and often well into the shoulder seasons on either side.
The failure points are predictable once you know where to look. Ledger boards — the framing member bolted to the house that carries a large share of the deck's load — sit directly against the rim joist and are notoriously under-flashed on older construction. Water gets behind the ledger, has almost nowhere to drain, and starts decay in a structural member long before anyone notices a problem from the yard. Post bases behave the same way at ground level: wood sitting in contact with concrete or soil wicks moisture upward, and if the post base was never lifted onto a proper standoff bracket, the bottom eight to twelve inches of the post rots quietly inside wood that still looks sound from the outside.
Horizontal surfaces are the second major failure point. Deck boards installed tight together with little to no gap trap water between them, and that water has nowhere to go except into the end grain, which absorbs moisture at many times the rate of the face grain. Fasteners compound this: a standard deck screw or nail creates a tiny wound in the wood that never fully closes, and every wound becomes a doorway for water once the surrounding finish wears thin. None of this requires standing water or an obvious leak — a deck that looks dry to the eye can be holding moisture in its joints and connections at a level that supports active decay.

A few things separate deck maintenance here from almost anywhere else in the country, and they are worth naming specifically because they change what actually matters.
The rain itself is different. Skagit, Island and Whatcom counties get long stretches of low-intensity rain and overcast, humid weather rather than short, heavy downpours. A hard, brief storm actually sheds off a well-built deck reasonably well. What does real damage is rain that falls lightly for days, keeps humidity elevated even when it is not actively raining, and never gives the wood a real chance to dry to the core between events. Framing lumber that would dry out in a week in a drier climate can stay damp for a month here.
Shade and moss are a second factor, especially on decks tucked under fir, cedar or big-leaf maple canopy, or on the north side of a house. The same moss that grows on a shaded roof grows just as readily across deck boards, railings and stair treads, and it holds water directly against the wood surface rather than letting it run off. A mossy deck board is functionally a damp sponge sitting on the framing below it for most of the winter.
Wind matters here in a specific way. The funnel effect off the Skagit flats, and the exposure many properties have toward the Strait of Juan de Fuca and Rosario Strait, drives rain sideways into areas designed assuming vertical rainfall — up under railcaps, into the ledger connection, behind fascia boards. That same wind also puts slow, repeated racking stress on freestanding structures like stairs and rail posts, which loosens fastener connections over years and opens small gaps for water to exploit.
Salt air is a real factor for La Conner, Anacortes, Camano Island and other waterfront and near-waterfront properties. It accelerates corrosion in ordinary electroplated screws, nails and joist hangers well beyond what the same hardware experiences a few miles inland, and corroding fasteners lose their grip and let connections work loose, which opens the wood around them to water intrusion.
Finally, the foothill areas toward Sedro-Woolley and the Cascade foothills see occasional snow load and freeze-thaw cycles that the lowland and island areas mostly avoid. Water that gets into a small check or crack in the wood and then freezes expands that crack, and a few freeze-thaw cycles in a winter can turn a hairline surface crack into a real opening over a couple of seasons.
Washington's building code is part of this picture too. The Washington State Building Code, which incorporates the International Residential Code with state amendments, sets specific requirements for ledger board attachment and flashing, and most jurisdictions in this region require a permit for decks above a certain height or attached to the dwelling. Decks built or reattached before those flashing requirements were tightened — or decks that were never permitted at all — are disproportionately represented in the rot problems we see.
Start with an honest inspection rather than a fresh coat of stain, since stain over rotten wood just hides the problem for another season. Probe the ledger connection, the post bases, and the deck boards nearest the house with a screwdriver or an awl. Sound wood resists the point; rotten wood is soft and lets it sink in with little pressure.
Beyond that, a few things make a real difference in this climate specifically:
It is worth being direct about what does not fully solve the problem. Composite and PVC decking resists surface rot well, but the substructure underneath is still almost always dimensional lumber, so the framing risks described above do not go away just because the walking surface changed. Sealing and staining are maintenance, not a permanent fix, and they need to be redone on schedule or they stop doing much good. And because a lot of the real damage happens at connections you cannot see from above, a deck can look presentable from the yard while having a genuinely compromised ledger or post base underneath it. Most exposed decks in Skagit, Island and Whatcom counties need resealing every two to three years, though sun-exposed south and west-facing decks can wear out faster and shaded, mossy decks may hide degradation longer even as moisture damage continues underneath. Covered decks and porches typically stretch further between coats since they see far less direct rain, but they still need periodic attention, particularly at any exposed end grain.
Not entirely. Composite and PVC boards resist surface decay much better than wood, which is a real advantage, but the joists, beams, posts and ledger underneath a composite deck are almost always still standard lumber, so all of the framing and connection risks described above still apply. Composite decking reduces one failure mode without eliminating the others.
Shade, moss and poor airflow can do as much damage as direct rain exposure, sometimes more. A deck tucked under tree canopy or on the north side of a house stays damp longer after every rain event because it never gets direct sun or wind to dry it out, and moss growing on the surface holds moisture against the wood continuously rather than letting it evaporate.
Look for a gap opening up between the ledger and the house siding, rust streaks running down from the ledger bolts, soft or spongy wood when probed with a screwdriver, and any bounce or give near the house-side edge of the deck when you walk on it. Any of those signs warrants a closer inspection before the next heavy rain season rather than after.
