The exact number matters less than making sure intake and exhaust are balanced and unobstructed — a roof with generous ridge venting but blocked soffits will still move very little air, no matter what the total vent area adds up to on paper.
Not by itself, and sometimes it makes things worse. Insulation slows heat loss, but it doesn't stop moist air from rising into the attic through gaps in the ceiling, and piling insulation over or against soffit vents can choke off the airflow that was carrying moisture back out.
