Most homes in Burlington and across the Skagit Valley are working with gutters that were sized for an average Western Washington house, not for the volume of rain that actually falls here between November and February, or for the fir and cedar needles that come down every fall. If your gutters overflow during a hard rain, or your crawlspace smells damp by January, the fix is almost never a single repair — it's upsizing the gutter and downspout system and giving the water somewhere real to go once it hits the ground.

A standard 5-inch K-style gutter with a 2x3 downspout is rated to handle a modest roof area at a modest rainfall intensity. Skagit County's winter storms — the atmospheric river events that roll off the Pacific and stall against the foothills — regularly exceed that intensity for an hour or more at a stretch. When that happens, the gutter doesn't fail dramatically; it just quietly overflows at the low points, right where the downspouts are too far apart to keep up, and the water goes straight down the siding or pools at the foundation instead of into the system that's supposed to carry it away.
The needle problem compounds this. Skagit Valley and the foothill edges toward Sedro-Woolley and Lyman have a lot of mature Douglas fir, cedar and hemlock, and those trees drop needles nearly year-round, not just in one tidy autumn window like maple leaves. Needles are small enough to slip past the openings on cheap gutter guards and dense enough to felt together into a mat that blocks water from ever reaching the downspout opening. A gutter can look empty from the ground and still have a two-inch mat of packed needles sitting in the bottom, doing nothing but holding water against the fascia board.
Downspout output matters as much as gutter capacity. The crawlspace piece deserves its own note. The Washington State Energy Code sets requirements for under-floor insulation and vapor retarders specifically because damp crawlspace air degrades insulation performance and encourages mold and wood rot over time. A code-compliant vapor barrier and insulation package can still underperform for years if the water sitting against the foundation never actually came from the soil — it came off the roof, through an undersized or clogged gutter system, and soaked in at grade because nothing carried it away. Fixing the gutters and grading is often what makes a correctly installed crawlspace vapor barrier actually do its job.

None of this needs to happen all at once. A homeowner dealing with a single overflow spot might just need one added downspout and a guard change. A homeowner with a musty crawlspace and standing water at the foundation after every storm is usually looking at a combination of gutter upsizing, regrading, and a drain line — and it's worth having someone look at the whole path water takes, from roof edge to daylight, rather than fixing the gutter and hoping the rest sorts itself out.

Most homes under or near conifers do best with a cleaning in late fall after the heaviest needle drop and a second check in spring before the wettest months end. Homes without much tree cover nearby can often go longer, but it's worth a visual check after any major windstorm, since debris can blow in from neighboring trees even if a property doesn't have its own.
It depends on where the overflow happens. If water spills over at a low point or a long run with no additional downspout, that's usually a capacity problem that a guard won't fix — the water has nowhere to go even when the gutter is clean. If the overflow only shows up when the gutters are full of debris, a needle-rated guard paired with regular cleaning may be enough on its own.
Gutters are only one part of the water path. If the ground around the foundation slopes toward the house, or downspouts discharge too close to the crawlspace vents, water can still reach the foundation even from a gutter system that's working correctly. On the flat, low-lying ground common around Burlington and the valley floor, a naturally high water table can also contribute moisture that has nothing to do with the roof at all, which is why grading, vents and a vapor barrier need to be checked as their own item.
