Any room used as a bedroom in Washington must have at least one window (or exterior door) that meets emergency escape and rescue opening requirements — a minimum clear opening size, a maximum height above the floor for the sill, and, for below-grade rooms, a window well sized to let a person actually climb out. This isn't a suggestion or a nice-to-have feature; it's a life-safety requirement built into the code Skagit, Island, and Whatcom County building departments enforce, and it applies whether you're framing a new bedroom, finishing a basement, or simply swapping out an old window in a room someone already sleeps in.
Washington adopts the International Residential Code with state amendments, and the egress requirement for sleeping rooms — commonly cited as IRC Section R310, "Emergency Escape and Rescue Openings" — sets out several numbers at once, not just one. A compliant egress window generally needs a net clear opening of at least 5.7 square feet (5.0 square feet is allowed for openings at grade floor level), a minimum clear opening height of 24 inches, a minimum clear opening width of 20 inches, and a sill height no more than 44 inches above the finished floor. Those numbers work together — a window can be plenty wide and still fail egress if it's too short, or vice versa, and a sliding or single-hung window only counts the operable half, not the whole frame, toward that clear-opening math.
Below-grade bedrooms add a second layer: if the egress window opens into a window well rather than directly to grade, the well itself has to meet minimum horizontal dimensions so a person has room to stand and climb, and if the well is deep enough, it needs a permanently affixed ladder or steps. This is where a lot of basement bedroom conversions in older Skagit Valley and Bellingham-area homes run into trouble — the window opening might technically be large enough, but the window well outside it was built decades ago for light and ventilation, not for someone to escape through in an emergency, and it's undersized or missing entirely.
It's also worth being clear about what egress rules are not. They're not the same as the general natural light and ventilation requirements that apply to habitable rooms generally, and they're not automatically triggered just because you own an older home — a house built before the current code took effect isn't required to retrofit egress windows in bedrooms that were never touched. Where it does get triggered is permitted work: converting a den or bonus room into a bedroom, finishing a basement, or reducing an existing opening's size below what's already there.

Egress code language reads the same whether you're in Spokane or on Camano Island, but how it plays out on an actual Skagit, Island, or Whatcom County home has some regional texture worth knowing about.
Heavy winter rain and window well drainage. A window well that isn't graded or drained properly is a liability everywhere, but it's a bigger one here, where a wet season can dump water on a below-grade window for weeks at a stretch. A window well built without a gravel sump, a drain tied into the footing drain system, or at minimum a well cover, will collect standing water against the foundation and against the window itself. That's a problem for the window's long-term seal and the wall assembly — and if the well fills with water or debris, it also defeats the point of having an egress opening there in the first place.
Salt air on the islands. Homes on Camano Island, in Anacortes, and along the La Conner waterfront deal with salt-laden air that accelerates corrosion on unprotected steel and lower-grade aluminum hardware. A bare galvanized window well or a cheap steel ladder bracket can start rusting through in a handful of years in that environment. Polymer or properly coated window wells, and stainless or heavily coated hardware, hold up noticeably better out there than the same products would inland in Sedro-Woolley or Burlington.
Wind off the Skagit flats and the Strait. This isn't a code-driven egress issue, but it's a real product-selection one. Homes exposed to open wind — the flats around Mount Vernon and Burlington, or waterfront lots facing the Strait of Juan de Fuca — put more sustained pressure and driving rain on window seals than a sheltered in-town lot does. When an egress window replacement is also a chance to upsize or reposition glass, it's worth choosing a frame and installation detail rated for that exposure rather than the cheapest unit that just barely clears the opening-size minimums.
Ice and snow in the foothills. Homes up toward Concrete, the Sedro-Woolley foothills, and higher elevations around Lake Whatcom see occasional ice and snow accumulation that lowland Mount Vernon or Anacortes mostly don't. A window well cover in those areas needs to actually bear some snow load and needs a design that won't ice shut right when you'd need to open it. It's a small detail, but it's the kind of thing that gets missed when a well cover is bought off a shelf without thinking about where the house sits.
The Washington State Energy Code. Whenever a bedroom window is being replaced or a wall is being opened up for a new one, the Washington State Energy Code sets minimum U-factor and other performance requirements for the new glazing. That matters for egress in a very practical way: you can't solve a too-small opening by installing the cheapest, thinnest-framed window that will physically fit, because it also has to hit the energy code's performance targets — and a well-built, egress-sized casement or single-hung with a compliant U-factor typically costs more, and has a bulkier frame, than a bargain unit that would meet neither requirement well.
If you're finishing a basement or converting any room into a bedroom, measure before you buy anything. Confirm the existing opening's clear height, clear width, and sill height against the R310 minimums, and if the window opens into a well, measure the well's depth and horizontal dimensions too. It's far cheaper to find out you need a wider rough opening before the drywall goes up than after.
If you're simply replacing an old bedroom window because it's drafty, foggy, or failing — not converting a room's use — you're not automatically required to upsize it to current egress minimums if the room already functions as a bedroom and the work is a like-for-like replacement. But you should never install a smaller operable opening than what's there now, and if the existing window was already undersized for egress (common in older Skagit Valley farmhouses and downtown Mount Vernon and La Conner housing stock), a straight swap is a missed opportunity to fix a real safety gap while the wall is already open.
Pull the permit. Any project that creates a new bedroom, or that involves cutting a larger opening into a foundation wall for a window well, needs a permit and an inspection in these counties, and skipping that step tends to surface later — at resale, when a buyer's inspector flags a bedroom with a non-egress window, or when insurance or an appraisal asks for permit history you don't have.
Budget realistically. A straightforward egress-sized window swap in an existing rough opening, above grade, tends to run in the low thousands of dollars per window depending on frame material and glass package. Cutting a new or larger opening into a foundation for a basement bedroom, adding a code-compliant window well with drainage, and finishing interior trim work is a bigger job — realistically several thousand to well into five figures depending on foundation type, wall thickness, and site access. Get a written scope before committing so it's clear whether the quote includes the well, drainage, permit, and interior finish work, or just the window unit.

Generally no. Washington's code applies egress requirements to new construction and to permitted work that creates or alters a bedroom; it does not retroactively require homeowners to retrofit egress windows in existing bedrooms that aren't otherwise being touched. That said, if you're already replacing the window for other reasons, bringing it up to current sizing is worth strongly considering, especially in older homes where the original opening is genuinely small.
The well has to give the egress window room to fully open and give a person space to climb out — under the IRC as adopted in Washington, that generally means a minimum horizontal projection and width in front of the window, with a permanent ladder or steps required once the well exceeds a certain depth. The exact numbers should be confirmed with your local building department, since the well dimensions have to work with both the code minimums and the specific window unit installed.
It can, but frame thickness eats into the clear opening, so the math has to be checked, not assumed. A window that's egress-compliant on paper by its overall rough opening size can fall short of the net clear opening minimums once you account for a bulkier, better-insulated frame required to meet the Washington State Energy Code. This is exactly the kind of detail worth having measured by whoever is doing the installation before the order is placed.
A closet isn't part of the egress requirement itself — egress is about the escape opening, not storage. Local practice varies on what else defines a "legal bedroom" for listing or appraisal purposes, but from a life-safety code standpoint, the room needs a compliant escape and rescue opening (or a door directly to the exterior) regardless of whether it has a closet.
